Tuition fees, for both Azeri and international students, are not set by the government, but they are capped at a maximum of 6,500AZN ($3800) per academic year for undergraduate degrees. This is significantly less than in many other countries in the region.

Postgraduate degrees, although not covered by the cap, generally cost no more than about 6800AZN ($4000) per year. PhDs cost around the same per academic year. If a student is teaching during their PhD, then they can choose to have their fees deducted directly from their wages, sort of like a tax.
The Azeri government covers the fees of Azeri students from disadvantaged backgrounds as well as some of those who study STEM subjects. Everyone else must pay their own fees. Many schools advertise their fees to international students in US Dollars but, according to Azeri law, all goods and services must be paid for in Manat.
Azerbaijan is seeking to grow its higher education presence. Ergo, a number of scholarships are not available. This number is growing, although it is nowhere near the number available in countries like the UK, the US and Canada.
The most sought after of these scholarships is the Government of Azerbaijan Scholarship. Awarded annually to a select group of international students, the scholarship covers all tuition fees, international flights, visa costs and 800AZN ($470) every month to help towards housing and living costs.
