Schools are free to set their own tuition fees for students outside of the EU sphere. As such, these can vary greatly. The University of Luxembourg, for example, charges no more than €200 (US$235) per semester, while Sacred Heart University, a branch of an American school, charges considerably more.

As for scholarships, there are a surprising number available for such a small country.
Some are offered by individual schools. Some are offered by the Luxembourgish government. Some are offered by the EU - to those both inside and outside of the bloc - while some are offered by other international bodies and organizations. Scholarships can also be awarded to those studying certain subjects.
What you get varies from scholarship to scholarship. Some are full rides, some cover up to 75% of tuition fees and associated costs, while others grant you access to low-interest loans to help you fund your time in Luxembourg.
