Fees vary from €1600 ($1900) to €7500 ($8850) per year, with some more practical programs, like medicine, costing up to €12,000 ($14,000) per year. These fees are dependent on subject rather than level, so there’s no big differences between undergraduate and postgraduate tuition fees.
PhDs don’t have tuition fees. Some are even classed as paid jobs.
Student loans are available. They’re handled by SEB Eesti, a private bank. Estonian student loans work more like mortgages than more traditional student loans. You can find out more here.
As for scholarships, Estonia has plenty to offer. Many are offered directly by the government. Chief among these is the Estonian National Scholarship. Offering a handy monthly stipend, this scholarship is open to people from all over the world who want to study or conduct research in Estonia. You can find out more here.
